I was recently impressed to find the National Weather Service reflecting on its own effectiveness and attempting to take a more human-centered approach to weather communication. It seems that people have been rather confused by the difference between a storm warning, a storm watch, and a weather advisory, so NWS is taking measures to clear up the communication.
